That is a LOOOOONG time. Hence, introduce the character up front… refer to her several times… then FINALLY a scene where she meets Rachel.
By introducing her in the opening, we not only get a clear sense of her stern, domineering personality, her presence also plays underneath every other scene until we eventually meet her again.
